Believe me, the government has NO interest where you are. and if they did, they wouldn't need a chip to find out.

In a word, no. It has to do with the requirements for, and the linking of, drivers licenses to various governmental databases. See the link below for a good explanation of it's requirements and provisions.
However, there are "implantable" chips that can act as unique identifiers. Such chips have been in use for years in animals.
Nascent developments in RFID technology will no doubt lead to a "chip" that _can_ be implanted in a human for purposes of tracking.
Cell phones are a wonderful and far more powerful radio transmitter for triangulating your location.

of course it is. Does any thinking person really think that the state,federal,or local governments are concerned that you or your property might be lost or stolen. If you answer yes, then the next time you have something stolen,report it to these officials and see if they return it. The report is only for the insurance company. These agencies only track and return stolen people or items on tv shows. So what other purpose would these chips do?

If you knew what methods the government already has in place to determine where you are and what you're doing, you would probably hide under your bed and never come out. Of course, they would know you were under there ;)
